Introduction

This article is an expansion to my Half-Dragons article, providing an expansion of setting and rules for the idea that the original Terrestrial Exalted were Dragon King god-blooded. This set of rules directly contradicts the information on the first generation of Dragon-Blooded given in the Manual of Exalted Power: The Dragon-Blooded, and so can be considered a fully alternate setting.

Setting

To those that have studied the Exalted, it is common knowledge of their types and the nature of those divided groups. The Celestial Exalted are few, and potent. The Terrestrials, those Exalted by the five Elemental Dragons, are many, yet lacking in power in comparison to the Solar, Lunar and Sidereal Chosen. Those same scholars may also know the reason for the creation of the Exalted: the soldiers of the gods, created by the Incarnae and the Dragons, using the divine crafts taught to them by the Great Maker Autochthon, to battle and defeat their masters, the Primordials.

Why are the Terrestrials different?

That is a question which occurs to such experts on the Chosen, and it is a question both answered and unanswered. The reason given is: The Terrestrial Exalted are the footsoldiers of the gods, the lieutenants and captains of the army lead by the Celestials. To the end of making many of lesser power, they are granted the ability to create more of their kind merely through simple biological reproduction.

But such a method takes years to create a powerful army, dangerous years in which the primordials might have discovered the plans of the gods. Why take that risk? Why not merely produce vast amounts of lesser shards?

The power of Terrestrial Exaltation flows through the blood. Perhaps it was simply easier to take advantage of that which marks all living things: the urge to create more life. But surely, to create such beings would require the genesis of a new species, for what human could withstand the working of the power of the elements into their very flesh and bone? Unless, perhaps, one found individuals who already possessed a taste of such power in their blood. Before the primordial war, there were no elementals of stature to breed with mortals, and the gods were kept to their tasks. But the children of such entities are not the only beings whose parentage grants them power of the elements…

And sometimes, the scholars of the Exalted look upon the Charms of the Terrestrial Exalted, and recall the powers that the ancient Dragon Kings wield over Earth, Air, Fire, Water, and Wood.

And they wonder…

History: Before the First Age

At the Dawning of the world, when the Dragon Kings still ruled and Creation was many times larger than it is now, the gods of the Heavens and the Earth chafed under their bonds of servitude and resolved to rise up and overthrow their creators and masters, the primordials. Of those mighty beings, two came to know of the plan, and aided it. Autochthon, and Gaia, who for the love of her consort Luna not only hid their intentions from the other primordials, but decided to create her own Exalted through the five Elemental Dragons. To best compliment the Chosen of the Celestines, they would create large numbers of powerful but lesser beings to serve as superior soldiers and assistants to the Solars, Lunars and Sidereals.

Rather than create Exalted similar to the Celestials, however, through shards of power which bonded to mortal humans, it would be more expedient, and less strain on the dragons’ powers, to take advantage of an unforeseen consequence of the interaction between Dragon Kings and humans.

Each of the five Elemental Dragons went out into the world and found one Half-Dragon who appealed to them the most. Into their Chosen they infused the essence of the elements, awakening the latent powers inherited from their parents into the roaring storm of power that marked their Exaltation. The experiment successful, the dragons proceeded to gather more Half-Dragons from every corner of Creation to create a mighty host. By Exalting them through an enhancement of the powers that had been passed down through blood, the might of the dragons could then be passed along to the children of these first Terrestrials.

Born from the Dragon Kings and granted the rebirth of the Second Breath by the Elemental Dragons, these Terrestrial Exalted came to be known as the Dragon-Born. But all was not well.

The Celestines objected to these Terrestrial Exalted. They were wise enough to see that what they planned for the primordials could, in turn, be their own fate. The Celestial Exalted were powerful, but the Incarnae could limit their number. However, though the Dragon-Born were weaker than the Celestials, they were still too powerful to be allowed to increase their number without restraint. So, Gaia altered the essence of the Dragon-Born so that they could never produce offspring with each other; only with humans. Such couplings would sometimes produce Dragon-Born, but would usually produce a human who would, eventually, undergo a more watered-down version of the Terrestrial Exaltation. Even better, these human Terrestrials could breed to produce even more of their kind, though their blood was somewhat weaker and there was a chance that the Exaltation might not pass on properly.

In but a few decades, the army of the Exalted was ready. Solars to lead, Lunars at their side, and Sidereals to advise. The Dragon-Born, above the Dragon-Blooded but below the Celestials, came to serve as the sub-commanders and middling officers of the Exalted host, relaying orders to lesser Dragon-Blooded, trusted to interpret those messages correctly on the field of battle, and serving as go-betweens between the Chosen and the Dragon Kings. The primordial war had begun, and Creation was changed forever.

History: The Reign of the Deliberative and the Decline

Rare as Half-Dragons are, the Elemental Dragons found less than a thousand among the billions of humans and Dragon Kings that inhabited the vast landscape of the Creation that existed before the primordial war. A small number of new Dragon-Born resulted from breeding between Dragon-Born and humans, but their numbers did not swell considerably.

Their fate mirrored that of their Dragon King parents: the vast majority of their number were wiped out. As the First Age began, only two or three hundred individuals remained. As the age wore on, they found themselves uncomfortable in the beautifully built cities and manses of the human race; one by one, they retreated to the wild places of the world, searching out uncapped Demenses and untamed natural environments, where the touch of the elements resonated with their essence.

Secluded so, there was no longer even the small number of Dragon-Born being born to unions between them and humans, and their numbers dwindled. In the last few hundred years of the First Age, the majority of humanity had forgotten that they ever existed.

Since the Usurpation, they have been forgotten by all save those Exalts that remember them. It seems that they are all gone, vanished into the mists of antiquity.

But who knows what secrets are held in the distant or hidden places of Creation…

Culture

The Dragon-Born, so similar in power to their lesser kin, are suprisingly different in outlook and culture. Indeed, their point of view had more in common with Lunars.

Dragon-Born feel a deep and primal connection with the elements that make up the world, and from that, and the influence of their inhuman ancestors, they prefer the natural world to the lands tamed by human hands. The Dragon-Born are much more direct in their veneration of Gaia, placing her above the five Elemental Dragons which also receive their praise. They paid homage to Luna as the onsort of Gaia, and some Dragon-born also retained an appreciation for the Unconquered Sun, inherited from the Dragon Kings.

During the brief period before and in the early stages of the primordial war, when the Dragon-Born were numerous enough to form small settlements of their kind, they displayed some trappings of a distinct mindset and culture. They favoured loose clothing in bright colours, and loved to collect and wear many mementos and adornments of elemental nature, even when they marched to war in armour of Jade; crystals, flowers, the feathers of birds, the teeth of siaka and other sea creatures. In the manner of their ancestors, they created minor, yet useful and aesthetic magical technology to improve their lives.

Sadly, their numbers were significantly reduced in the primordial war, and their numbers only dwindled after that. As the First Age ground on, they were reduced to tiny groups, then to solitary individuals living alone in the wilds or among humans, and finally, they disappeared from history. All remnants of their own culture went with them.

Childhood

As is later described, Dragon-Born generally have human children (who will eventually Exalt), and sometimes have Dragon-Born children. They do not have ordinary Half-Dragon children, however. The distinction between Half-Dragon children and Dragon-Born children is important, as Dragon-Born children, uniquely in Creation, are Exalted from their first breath.

Being, therefore, tougher and generally superior than humans, they usually went through an education far more strenuous than even young Dynasts today do. However, unlike their Dynastic descendants and, indeed, their inhuman ancestors, Dragon-Born could be very close to their children; partly because no-one else could handle raising them. It is also believed that the original Terrestrials, having been Exalted from the rare Half-Dragons, were extremely close due to reasons of having been alone for most of their lives previously.

Their human children were also cherished, but often their parents don’t expect as much of them; something some might consider favourable, but which the Dragon-Blooded were generally unhappy with. In the time just before the primordial war, human Dragon-Blooded often felt somewhat patronised or condescended-to, somewhat similar to the experience of a normal human who, while being talented and a valuable member of their community, is disabled in some way.

Storytelling: The Dragon-Born Game

There are several ways which Dragon-Born can be brought into a game, for those who find them useful or interesting.

The first possibility is a game set in the Primordial War or the period directly after. In this time period, there were many Dragon-Born alive, and new Half-Dragon Terrestrials are still being born, albeit somewhat rarely. The later First Age is also a possibility, though such games would be high-powered and centred around social events.

Bringing Dragon-Born into later periods of the world is a bit trickier. It is possible for new Dragon-Born to be made both from ordinary Dragon-Blooded and Half-Dragons, through use of a version of the Endowment Charm. Also, the Dragon-Born can make and use Dragon King artifacts, including hibernation chambers; some may emerge through such a means in the same manner as ancient Dragon Kings.

Additionally, they possess a powerful Charm that allows perfect hibernation while immersed in their Aspect’s element. Some Dragon-Born, anticipating the weakening of their blood in humanity as the ages passed, may have put themselves into hibernation so that they may emerge at a later time and reinvigorate the bloodline, or perhaps for some other purpose. This Charm, and the alternate version of Endowment mentioned above, are detailed below.

And of course, there are the old staples: the effects of Sorcery, Strange Manses, the time-distortion effects of the Wyld, and so on.

Elemental Slumber Meditation
Cost: 20 motes, 3 will
Type: Simple
Duration: Indefinite
Keywords: Obvious, Elemental.
Minimum Lore: 6
Minimum Essence: 6
Prerequisites: Elemental Succor Method

This Charm allows a Terrestrial Exalt to put themselves, or another of their kind, into a deep, ageless sleep. By immersing the hibernating Terrestrial in their Aspect’s element, they become effectively frozen in time. They do not age, they do not sicken or die, and they do not require food or water. However, they cannot awake themselves or set a date by which they awaken; only when removed from the embrace of their element do they awaken.

Typically, Earth Aspects hibernate within a Cairne or in a deep cavern; Air Aspects hibernate within ice or at the peak of a northern mountain; Fire Aspects are the most impressive sleepers, resting within ever-burning pyres lit at the moment of activation by their own essence, hidden in secret places; Water Aspects typically hibernate whilst immersed in a shallow pool or in the depths of a lake; and the Aspects of Wood are entombed within a living tree, which sprouts from beneath their feet and grows to envelop them within seconds.

Endowment Variant: Dragon’s Touch
This Endowment was originally used by the Five Elemental Dragons to create the Terrestrial Exalted from Half-Dragons. However, it has beneficial effects outside this. It is typically known by Lesser and Greater Elemental Dragons, but some elementally-aspected gods may also know it. These rules replace those for the Endowment Charm results given in the main Half-Dragons article.

If used on a normal human, they receive the effects of the Terrestrial Bloodline Merit: They are considered a Patrician of good breeding for the purposes of seeing if their children Exalt.

A human who already posses the Merit, or a Terrestrial Half-Caste, receives a new test for Exaltation immediately, in addition to any tests they may have already had or will ever have.

A Dragon-Blooded who receives the Endowment adds 2 to their Breeding Background, permanently, with all benefits and physical side-effects. If this brings them above Breeding 6, they undergo a somewhat painful physical and magical transformation into a Dragon-Born. They receive three dots of Inheritance, the bonus points of which must immediately be spent on Half-Dragon traits. They must choose a Favoured Path that matches their Aspect.

A Half-Dragon who receives this Endowment immediately gains a dot of permanent Essence and Exalts as a Dragon-Born, with their Aspect matching their Favoured Path.

This version of endowment has no effect on any being besides those listed above. such a being who receives this endowment is immediately affected by another form of Endowment, even if the spirit granting the endowment knows only this version.

Dragon-Born Mechanics

In most ways, Dragon-Born operate simply as Half-Dragon Terrestrial Exalted. For the most part, they follow the same rules given in the Manual of Exalted Power: The Dragon-Blooded with the addition of god-blooded rules (which have yet to be published for 2nd Edition but which are easy to convert from 1st Edition) and the rules for Half-Dragons given in the article of the same name on this site. Most have Inheritance 3.

Dragon-Born Character Creation, like that of Dragon-Blooded, depends on the character’s background. Dragon-Born of the primordial war and early First Age should utilise the template for the Terrestrials of Lookshy; Dragon-Born of the later First Age use the Dynastic rules. Dragon-Born created in the First Age through use of the Endowment Charm may use the Outcaste template, but it is possible that they could receive training equivalent to the other two methods.

However, the Dragon-Born are the original Terrestrial Exalted, and in most ways are superior to their more human children. As well as not suffering any of the normal penalties for Exalted god-blooded (they count as Half-Caste in that regard), the following differences also apply.

Physiology

Dragon-Born live twice as long as Dragon-Blooded; they begin making Stamina + Resistance rolls to avoid dying of age at 500 years old. Note that because of this longer life span, Dragon-Born can attain Essence 8.

Charms and Powers

Dragon-Born do not pay a 1-mote surcharge on non-aspect Charms. Instead, they pay one mote less on in-aspect Charms, to a minimum of 1. They do not require initiation into Celestial-level Martial Arts (They do pay the same experience costs, but they are not required to roll to activate the Form Charm, and they can create Celestial MA styles). They can theoretically be initiated into Sidereal Martial Arts, but to do so would firstly require learning the Tiger-and-Bear or similar Charms to increase their awareness. Secondly, and worse, they must be completely removed from the the elements that make up Creation; this would require that they never learn any elemental Charms or powers of any sort. Thus, only Dragon-Born groomed from birth for the goal have ever achieved the Blossoming of the Perfected Lotus.

As Half-Dragons, Dragon-Born can learn Dragon King Paths; as Exalted, they can attain Essence 6 and so learn the final Powers of those Paths. Dragon-Born may use the more favourable Dragon King experience costs for Paths, counting the Paths which match their Aspect as Favoured; they pay the same 1-mote discount for in-Aspect Charms on Paths that match their Aspect. Dragon-Born may trade in starting Charms to learn Path powers. In addition, many of the limits of the Dragon-Born are set by their highest level in their Paths. For example, Dragon-Born using dice-adding Charms are limited to ([Ability] + [Highest-rated Path whose Element matches that of the Ability]). They may also add their most elementally-related Path’s rating to their Attributes for the purpose of cooperative Charms. The connection to the elements that manifested through the Paths was how the Dragon-Born were first Exalted, and that influence remains with them; oddly, some quirk of their human offspring’s essence allows them to gain extra mileage from Abilites that the Dragon-Born cannot.

Example: Safira, a Water-Aspect Dragon-Born, uses a Combo of Elemental Burst with an Athletics Excellency to increase her aim (I know that there’s no need for a Combo with a reflexive, but for the purpose of the example…). Her normal Athletics is 3, and her Stamina is 4. A normal Dragon-Blood could add 3 more dice with the excellency, and contributers could each add up to 4 motes. Safira, however, as a Dragon-Born, has 2 dots in the Path of Flickering Fire and 3 dots in Flowing Water. Thus, she can add up to five dice through the Excellency, since her Athletics Excellency adds up to (Athletics + Highest Fire Path) dice, and contributers can give her up to 7 motes each, since, because she is firing a water-element burst, she can add her rating in her highest Water Path to her capacity to recieve essence.

Dragon-Born, unlike most Dragon-blooded, have the ability and the right to enter Yu-Shan using the Celestial Air Path. If unaccompanied by someone with greater rights, however, they may normally only remain for five days, during which they will be constantly supervised, and they may not bring other guests with them. Unlike their Dragon King parents, Dragon-Born may not gain work or residency in Heaven unless they must do so in order to fulfil a task set by a high-ranking Celestial god, during which time they are essentally that god’s servant. The Dragon-born are Terrestrial Exalted, and their place, in the view of Heaven, is in Creation.

Pangaean Circle Sorcery

Unlike the lesser Terrestrials referred to as Dragon-Blooded, the Dragon-Born are capable of being initiated into a higher level of sorcery, but it is very difficult and the trials are hard. The initiation into this higher Circle for Dragon-Born is very particular, for they require more than mere learning and mastery of Essence to even begin the initiation trials that other Exalted face.

For it is through their connection to Gaia, the last primordial remaining in Creation, that the Dragon-Born attain such power. Through a rigourous test of survival and meditation combined, the Dragon-Born sorcerer must come to understand the nature of Gaia and to develop their own connection to her, that they may emulate some small fraction of her power. This manner of sorcery, uniquely derived from Gaia, is known as Pangaean Circle Sorcery.

Pangaean Circle Sorcery occupies a level of power roughly equal to the Celestial Circle… so long as the sorceror is in Creation. Within Malfeas or the Underworld, the sorceror’s all-important connection to Gaia is strained, and their power is weakened. Pangean Circle Sorcery allows the casting of elementally-aspected Celestial spells (for example, Magma Kraken) or elemental versions of Celestial Circle Spells (In effect, this means that the sorceror must spend three times the training time and half again the experience to learn a non-elemental spell, as they must convert it to use with Pangaean Circle Sorcery. The player must be able to roughly justify how the spell works as an elemental spell, but the difference need only be cosmetic). Spells created by Dragon-Born, however, can be used by a Celestial Sorceror. Dragon-Born cannot use Pangean Circle Sorcery to summon Demons of the Second Circle, though they can of course attempt it through the Art of Summoning. They also have an improved, Pangaean-level version of Summon Elemental.

When outside Creation or Yu-Shan, Pangaean Circle sorcery is weakened in two ways; firstly, the sorceror must pay three willpower to activate it, rather than the normal two. Second, the Pangaean Countermagic (Diamond Countermagic) becomes incapable of countering Sapphire or Labyrinth Circle Countermagic (Which it can do while in Creation; indeed, while in Creation, Diamond countermagic completely counters Labyrinth spells. The opposite is true in the Underworld).

Initiation
Pangaean Circle sorcery has a more specific means of initiation than the others. Firstly, the Sorcerer must fulfil the prerequisites for the Pangaean Circle Sorcery Charm; this requires knowledge of Terrestrial Circle Sorcery, as well as Occult 5 and Essence 5. Of course, they should also have enough experience points to buy the Charm. Initiation takes at least a year.

The Sorcerer must then put aside all equipment and possessions, and travel to a place untouched by habitation of all save beasts and birds and other wild things. This place must be distant, it must be harsh and unforgiving, and it must be a place where great elemental power shines through. Preferably, it is an uncapped, elementally-aspect Demense, though any place in which the sorcerer’s own element holds sway is appropriate. Volcanoes, deep caverns, windswept mountain peaks; all these places are suitable.

While travelling, and when they arrive, the sorcerer’s greatest challenge is to survive, living off naught but the land and their skill and their wits and their Charms. Here, they learn the power of the elements, learn their own inability to conquer them, and learn to fear that power. They travel to the deepest, most powerful part of the place they have chosen, and call out their innermost secrets and fears. Here, they meditate in seclusion, alone and unadorned, until comes understanding, death, or the admittance of failure.

In this particular way, the Dragon-Born are initiated into Pangaean Circle Sorcery. They develop humility before the elements; they travel Creation to reach their destination; they sacrifice their deepest secrets to Gaia. Eventually, their essence and will is changed by the experience, becoming closer to the Mother of Creation. With this enlightenment, they emerge, may purchase the Pangaean Circle Sorcery Charm, and all that remains is to learn the spells.

Pangaean/Celestial spells and the Pangaean Circle Sorcery Charm have the same experience costs as Celestial MA Charms.

Unfortunately, as the initiation to Pangaean Circle sorcery ties the Dragon-Born inextricably to Creation, no such sorceror will ever be able to undergo initiation into Sidereal Martial Arts.

At the discretion of the Storyteller, Dragon-Blooded may also be able to learn Pangaean Circle Sorcery; their version of the Charm, however, requires Essence 6 and Occult 6, a much more difficult initiation (they must meditate in an uncapped elemental Demense rated at 4 or higher), a Dragon-Born tutor, and an additional 3 experience points paid for the Charm.

Emulating the Dragons

The initiation into Pangaean Circle Sorcery outlined above is a process unique to the Terrestrial Exalted, granted to them through their connection to Gaia and the Elemental Dragons. Thus, their practise of these powerful effects is more akin to the divine miracles called forth by legendary priests than it is the arcane workings of ancient sorcerors – at least from the viewpoint of the user. Back in the primordial war and the early First Age, such a sacred rite of passage was considered one of the central goals of all Dragon-Born.

Although they cannot acheive greater levels of sorcery, Dragon-Born can continue to develop their connection to Gaia. If they possess full mastery of at least one of their Aspect Paths, Dragon-Born may purchase the following Charm to continue their elemental apotheosis.

Transcendant Embrace of the Fivefold Mother
Cost: -
Type: Simple
Duration: Permanent
Minimums: Essence 6, Occult 6
Prequisites: Pangaean Circle Sorcery
Keywords: Elemental
As Terrestrial Exalted grow in power, they naturally grow in their connection to the elements, causing their Aspect markings to become more pronounced. At high levels, fire Aspects might breathe smoke, or air Aspects float above the earth more than they stand, or… many things.

Such changes are as nothing to a Dragon-Born who has dedicated themselves to emulating the elements of Creation. This Charm represents the beginnings of true transcendance for the Terrestrial Exalted.

A Dragon-Born who has purchased this Charm may use experience to purchase Merits and Charms as if they were elemental god-blooded.

Essence and Anima

The Dragon-Born Personal Essence Pool is equal to [(Essence x 2) + Willpower + (Highest Aspect Path x 2)], and their Peripheral Essence pool is equal to [(Essence x 5) + (Highest Aspect Path x 4) + Willpower + (Sum of two highest virtues)]

Dragon-Born pay three motes less to activate their anima banner. Unlike their more human descendants, the full display of the Dragon-Born anima banner is always iconic, forming itself into draconic imagery. This totemic display, which varies stylistically from one individual to another, becomes more solid and imposing as their Essence rises.

Merits & Flaws, and Breeding

For the most part, Dragon-Born can buy any Merit, Flaw or Background that normal Terrestrials and Half-Dragons can, keeping in mind that many god-blooded Merits are superceded by Exaltation. Prehuman Form, however is not one of these, and Dragon-Born may purchase it to reflect physical Dragon King-like traits. It should also be noted that Dragon-Born with the Material Resonance Merit can no longer attune orichalcum as their parents can, as the power of the Dragons disrupts their connection; however, they remain fully capable of attuning the vegetative and crystalline technology of the Dragon Kings and, indeed, can craft it themselves. They can, of course, attune and craft Jade. Once, the Dragon-born developed the technique of combining Jade with crystal rather than alloying it with steel. This “Jade Crystal” does not differ mechanically from normal Jade, save that it can be used in crystalline technology (granting it the Jade Magical Materials bonus).

Dragon-Born may not take the Stalker’s Heart Flaw, as it is superceded by the Great curse (detailed below).

Dragon-born cannot buy the Breeding Background, as they already possess the purest Terrestrial blood there is. All children of Dragon-Born Exalt as Terrestrial Exalted; the only question is whether they are born as Half-Dragons or humans. Roll a test for Exaltation at conception, treating the Dragon-Born as a Breeding 0 Dragon-Blooded and adding any bonuses from the other parent. A successful test indicates a Half-Dragon Child, while a failure indicates a human; both will eventually Exalt. A human Exalt born from a Dragon-Born will have Breeding 5 if the other parent was a normal human, and Breeding 6 if the other parent was a human Dragon-Blood.

Dragon-Born can also produce more Dragon-Born by breeding with full Dragon Kings, though this was frowned upon after the pressures of the primordial war were lifted.

The Half-Dragon Terrestrials have a seal, the work of Gaia herself, placed upon them, which prevents any union between one Dragon-Born and another from producing offspring.

The Great Curse

The disadvantage of the Dragon-Born is that, as their power is greater than their human kin, so too does the Great Curse lay heavier on their hearts. Their curse is similar to that of the Lunar Exalted; to be haunted by their connection to the wild places and the savage instincts inherited from their ancestors, forever uncomfortable among worked stone, tended gardens, fires tamed and other trappings of civilisation.

Dragon-Born collect Limit in the same manner as the Solar and Lunar Exalted; their curse is especially agitated whenever the norms and standardised behaviours of civilisation particularly stand in their way. At those times, the inner predator awakens and the Dragon-Born will feel the urge to lash out and expediate the situation with violence, savagery and elemental power. Acting contrary to this urge triggers a Limit check with the Dragon-Born’s highest virtue.

When the Dragon-born’s Limit breaks, they lose all semblance of rationality and civilised behaviour as the beast which lurks in their heart comes to the fore for the rest of the scene. They cannot do anything so complicated as sorcery or even intelligible speech, but they retain the use of their Charms. They will activate their anima at full power and will use their powers to surround themselves with their element as much as possible. Becoming a creature of passion and instinct, they will viciously attack any perceived threat until dead or driven off. If they feel any physical urges such as hunger, they will sate them in the most direct (and likely, brutal) manner possible. Objects, places and people who are considered part of the Dragon-Born’s territory will be defended with absolute savagery. The Dragon-Born will not listen to reason and, indeed, will generally ignore all but the most emotionally significant communication.

Like the Limit breaks of other Exalts, Dragon-Born regain temporary willpower from this experience.

Dragon-Born can exert Partial Control over their Limit Break, in which case they will still become bestial, but will refrain from violent behaviour if they so wish and will still retreat with all possible speed to an environment in which they feel more at ease. If this is not possible, they will retreat as much as they can and will then lash out at anyone objectionable who approaches them. They will still seek to immerse themselves in their element, but can hold back from doing serious damage.

Shouldn't they be the children of DKs, instead of the humans, seperating the Dragon-Born from the Dragon-Blooded?
Or make them a seperate species entirely, just making it harder to breed.
I'd drop the Pangean Sorcery and just go with Celestial Sorcery, doubling all costs for non-elemental spells.
Also, if you are keeping with the human base, how many DBs are going to be willing to bed Half-Dragons? Though with the absolute chance of having DBs, the numbers would be higher, but I'd make it the same chance of coming out as a Half-Dragon as not coming out Dragon-Born. This way, there are three options to the birth, Half-Dragon, Dragon-Born, and Dragon-Blooded.
