Worn by the Exalted of the Golden Age, these sheaths were used in an arsonal of a wide radge of weaponry. This sheath was made of cured leathers decorated to the wearers like in the hands of master artificers to attach to a plate that attached to the shoulder across the chest like a sling or strap, the hip like a belt, or the thigh like a strap no wider than 2 inches made of one of the 5 magical materials, the most common ones being made of jade. Attunement to the sheath took wearing the object and committing 5 motes. Weapons that came into contact with the plate would be enveloped in bands of leather leaving only the handle of the weapon visible.

When entering into combat, the Exalt could draw his blade with unerring speed allowing to go from unarmed to armed reflexively leaving the Exalt ready and armed for combat. Weapons that do not pocess a handle may not be used with the sheath. The sheath also prevents the Exalt to have the weapon stolen or forcably removed. The Realm now uses the infinite sheaths today with the majority of its plates jade.

The Golden Age of the Tyannical Solar Deliberative experimented with the dark steel of the Underworld, soulsteel, when used as the plate it would dampen the effects of the magical material in the weapon sheathed. This would negate the visual effects of any magical material to look mundane. Orichalcum would look like gold, moonsilver like silver, starmetal like rock, jade like precious stones. The sheath has no effect on soulsteel.

You might want to phrase the effect a bit differently (e.g. "allows a Miscellaneous Action to draw the weapon to be used reflexively"). This avoids the Speed for such an action. Does it avoid the DV penalty as well? How many weapons at once can be sheathed? Do sheath's constructed of materials other than soulsteel have any special abilities?
